In the Romanian Official Gazette (Monitorul Oficial al Romaniei), Part I, no. 559/09.08.2010 (August 9, 2010), the Order of the MAI (Minister of Administration and the Interior) no. 166 of July 27, 2010 was published, approving the General Provisions on the fire protection of buildings and their related facilities, effective within 30 days of the date of publication.

The provisions are aimed at establishing the minimum requirements necessary to mitigate the fire risk and to protect the users, the responding fire brigades, the assets and the environment during the use of the following categories of buildings and related facilities:

a) Office buildings and spaces

b) Multi-function halls, libraries and design offices in civil buildings

c) Archive and record storage spaces and store rooms in civil buildings

d) Car parks and garages in civil buildings, with less than 10 parking spaces

e) Food preparation and serving areas in civil buildings

f) Fire lanes an emergency access ways, firefighters lifts

g) Building utility facilities: electric, heating, ventilation and air conditioning, gas or sanitary facilities

h) Buildings, spaces and rooms for the fire protection systems and facilities

Note that, in accordance with the law and the provisions of this Order, the owner of the buildings and their related facilities or, as the case may be, the person designated by the owner to manage them – the Manager, the head of the institution/economic agent or the person using them on the basis of a contract, an agreement or another similar legal instrument – the Tenant, is obligated to ensure the organization and deployment of the fire protection activity in his/her/its own field of activity.

We inform you that as of March 2010 the Order for the approval of Technical regulations “Fire security standard for underground parking lots for cars, index NO127:2009”, became effective; this regulates the “design, construction and operation of underground parking lots and of the related utility installations as well as the extension of the existent underground parking lots or the change of the destinations of the constructions from such parking lots, regardless of the form of property.”.

Art.4. Existent underground parking lots or parking lots which are in construction on the date when this standard becomes effective do not need to observe its provisions if they meet the technical regulations applicable on the date of their constructions.

Art.6.The provisions of this standard refer to the design, execution and operation of underground parking lots for cars and related tows, with a maximum total authorized mass of 3,500 kg.

Art.7. This standard does not refer to:

a) underground parking lots for maximum 10 cars ;

b) underground garages (spaces where cars are being repaired and undergo maintenance works) ;

c) underground parking lots where cars are parked by automatic distribution systems other than elevators or elevating platforms for access to underground parking levels;

Art.8. The provisions of this standard on operation are also mandatory for the existing underground parking lots for cars.

Art.10. Depending on the number of cars which may be parked, underground parking lots are classified as follows:

- P1: from 11 to 100 cars

- P2: between 101 and 300 cars

- P3: between 301 and 1000 cars

- P4: over 1000 cars

Art.14. (1) The fire security service is mandatory for P3 and P4 parking lots or for underground parking lots with more than 4 underground levels regardless of the number of parking places; such service must be provided by at least two properly trained individuals per shift, depending on the size and level of equipment of the parking lot with fire protection installations, respectively one individual per shift for P3 parking lots.

(2) The fire security service of an underground parking lot may be organized together with other specific activities of the parking lot.

Art. 56. (1)Underground parking lots which do not meet the requirements of this standard on the parking of LPG fuelled cars are marked at the entries with visible panels and signs which forbid the access of such cars.

(2) At the entries and inside the parking lots which do meet the requirements of this standard and where LPG fuelled cars are allowed to park proper signs should be installed.

Art.167 Depending on the situation, landlords, operators and users of the parking places must:

a) meet the legal requirements on the organization and development of the fire protection activity to assure the fire security of the underground parking lot;

b) permanently keep the technical fire protection means and the related installations of the underground parking lot in a state of operation and assure the necessary reliability and efficiency, according to the provisions of the specific technical regulations.

By organising these exercises one aims at checking how the action, cooperation and intervention plans are applied to limit the effects of a fire, at preparing the employees for training and improving their practical habits on how they should behave during an emergency and at building their ability to use such knowledge to influence their own conduct and the group conduct and develop the mutual help spirit.
